I am an experimental computer systems and networks researcher. I am currently a Research Staff Member at IBM Research, where my work focuses on pervasive computing and secure systems. Previously, I was a Principal Research Staff Member at AT&T Labs and Bell Labs, where I explored issues in mobile computing, wireless networking, and network measurement. I have also spent time at several startup companies. For example, I was Chief Scientist of Vindigo, an award-winning provider of location-based applications for handheld devices.

I am an ACM Distinguished Scientist. I have been on the journal editorial boards of IEEE/ACM Transactions on Networking and IEEE Transactions on Mobile Computing. I have served as technical program chair of ACM/USENIX MobiSys, ACM MobiCom, and IEEE HotMobile, and on the program committees of numerous other conferences and workshops, including ACM SIGCOMM and IEEE Infocom. I have also published widely cited papers in the computing and networking research literature.

I hold a Ph.D. in Computer Science from the University of California at Berkeley. I was born and raised in Dominican Republic.
